Just trying to get a handle on this Juniper move... does the following have something to do with the move? (Not the DARPA part but the relieving of the potential processing bottleneck.)

>>Looking out way ahead, Cardwell cited research funded by the Defense Advanced
Research Projects Agency that uses switching technology at the DWDM layer to
route traffic, called "optical label switching." Using labels that complement those
used by routers to do multi protocol label switching for routers, optical label
switching would perform packet forwarding, but leave routing to routers, and also
handle other protocols.

The optical technique promises to relieve the potential processing bottleneck at
routers, and do so with low overhead, efficient bandwidth use, and ultra low
latency. While intrigued by the concept, some observers suspect the router
community may have enough of a jump on label switching technology to render
an optical approach too late for wide-scale commercial deployment.<<
