I had to go to MCI WORLDCOM to find a shareholders count in the EDIG range:

As of February 28, 1999, there were 1,851,374,214 shares of MCI WorldCom Common Stock issued and outstanding held by 58,662 shareholders of record.

While looking at EDIG's model company CADENCE DESIGN SYSTEMS INC. I may have found an explanation:

As of March 31, 1999, Cadence had approximately 1,595 stockholders of record, not including those shares held in street or nominee name.
