Pooky: You are mixing a bit of apples in with your oranges. 38 gateways does not mean 38 countries. (China is scheduled to have 3) I would bet (given BS track record) the 85% coverage is 85% of the G* network's planned coverage, which has never been 100% of the world's surface.

No, they do not have SP's in every country covered by a gateway. (approx 1500 mile radius around the gateway, which is conservative on account of the desire to have the high connection and call retention rates.)

Your bet is pretty sound in that some of the gateways will no doubt slip to the right.
