PVCS is standard configuration management software. It's used by nearly every software house, not just Phoenix. The fact that they use it has no bearing (good or bad) on the prospects of Phoenix. More important is whether you think the company is worth owning for EBetween, Merced system software, and the connectivity semiconductor IP group.
