Service providers and locations for 38 GWs can be pretty much accounted for by going through the G* web site's old press releases and SP lists. Some of the planned gateways are certainly "soft" as far as can be ascertained on the web, and in India, the company has acknowledged it's held up by a legal problem.

When all these GWs are up, pretty comprehensive land coverage between 70N and 70S will be provided, with exception of Alaska, NewZealand, Pacific Islands, and central Africa. Of course, political/regulatory problems will probably prevent coverage in many countries within the geometric coverage of one of these GWs, but Iridium has that problem too.
