An engineer I used to play cards with at lunch was almost finished on a that GPS chip using GaAs I think in 1987. I may be wrong about the 15 year comment since I don't know when it was actually started. At the time GaAs was pretty hard to work with and I don't believe the process of making that chip was very cheap. It intended for use in military receivers that are more sensitive to power and weight.

I work at the Collins division of Rockwell (It used to be Collins Radio - they pioneered many of the important advances in radio).

I have not position in PRKR (the recent PR has caught my attention), but my initial opinion is that investors have too high of expectations of the share of market that this device will get.

I'd bet if one does a patent search many patents similar to the Parker patents will be found. Without close examination though say that Parker isn't on to something new, but it would be surprising.
