He is calling for a tradable rally until perhaps the 19th +/- 3 days. We'll see. Most stocks (not the leaders) are very oversold, but don't all bear markets come from oversolds that don't bounce? This market is so very nervous that there is just no way (TA, FA, or otherwise) to figure out with any certainty where it is going in the face of Greenie on Tuesday. I see a negative reaction no matter which way Greenie goes. If he raises, it is "3 and stumble". If he stands pat (my guess) with all but a neutral to loosening bias (not likely), the market trades sideways to down (like it has since he began tightening) as it worries about what he'll do "next" time. I think the only way we have a meaningful rally is if Greenie says "no hikes for the rest of the year". Don't bet on it.
