Good question, Blue. And although I voted for Clinton in 1994 (not in 1996), I had serious reservations about his total lack of foreign policy experience. George "Kosovarians-Grecians" Bush has even less of a clue. The solution is to vote for a Presidential candidate with a strong background in foreign affairs. Such a President, even if he did not know the specifics of the Chechnya situation, would have a grasp of the over-all issues involved, and would know enough to see similarities/differences with other conflicts -- and, again, would ask the right questions of his advisors. IMO, of course.
