I have no doubt corruption exists at multiple levels of government. The problem is for every one instance of true corruption, there are three or more "scandals" which arise as a purely political maneuver between parties.

I wonder sometimes if these conspiracy theorists realize how stupid they appear to everybody else. Bad things happen sometimes, thanks to ineptitude or lack of funding or whatever.
