An interesting question would be why build that pipeline?

My understanding is that Alaskan production is declining and offshore CA is severely restricted so they must be planning to get oil from TX to CA.

Any big surplus supplies of oil in TX?

Or does this allow oil landed from Venezuela/Colombia etc. to flow to CA?
