Bellevue, Washington-based Vulcan said it formed a majority- owned joint venture called Broadband Partners with RCN, Go2Net, Vulcan-owned Charter Communications Inc. and High Speed Access Corp. Broadband initially will provide Internet services to Charter and RCN customers.

RCN, which had sales of $245 million last year, also said it will provide telephone services in Los Angeles through a joint venture with Charter.

Go2Net shares rose 27/32 to 32. High Speed Access rose 4 1/4 to 27 1/4.
