ARM definitely gets a license fee from Intel on the StrongARM chip. They negotiated a deal after Intel took over the architecture from Digital (who co-developed it with ARM). Terms were not disclosed at the time. It's back near the beginning of the thread somewhere if you can be bothered to wade through it.

ARM don't disclose licensing details, but they have said that they keep unit fees low, as they are aiming for ubiquity (& they seem to have a pretty good shot at achieving it).
