That version of Grove's law was quoted to an audience I was in that Gordon Moore was addressing.

After I read Grove's comments on ADSL vs. cable modems, I roamed the net for ADSL info. I'd always assumed the cable companies would provide high bandwidth, not the phone companies. I came away with a sad story.

The phone companies already have the infrastructure in place to give most of us T1 speed today. All they have to do is install ADSL modems at each of their customers' sites and have a bunch at the switching stations along the way. As long as the customer is within 18,000 feet of a station, nothing else is needed. This covers 80% of their customers. The ADSL modems are inexpensive, but the phone companies want to rip us off before they deploy.
