First, a clarification. This is what I had in mind when I wrote that CSCO may have been trying to pad their wallet with the share issues.

NT does this way. Bell Canada- that owns 40% of NT goes around buying licenses. Behind comes NT selling the equipment Look to Brazil. They are doing that right now. So is LU.

Siemens did so much that was called a bank with some electronics on the side.

ERICY can't do it as much as they want to becuase they have been financing wireless operations all over the place and are now overloaded.
