Shrinking of existing designs is part of the evolution of ICs. As new process capability comes on stream - with smaller feature sizes - existing devices can be "shrunk" or relaid out on the new process for a die size reduction, speed improvement and power reductions.

However - doing it successfully is another matter - especially for AMD with their poor track record.
