Charles,

I think the worst legacy of the Yugoslavian War was that
it showed that NATO was ineffective in taking out most
of the Yugoslavian Army (JNA) but that it was strikes
against civilian infrastructure that produced the most
damage. Most of the JNA is still intact but it was the
water treatment, rails and roads, electricity, post office,
banks, oil production, and factories that were destroyed.
It shows that future engagements like this will certainly
be violations of the Geneva Convention if NATO or other
security treaty nations must use war to produce a political
settlement. The war was actually a failure. We just
have not figured that out yet.
