I don't believe in throwing money at the problem when there are qualitative issues that need to be addressed first. Parental involvement, better teacher qualification, crime control, etc. Increasing the number of teachers is not one of the better ideas, when there is already a big shortage. You just end up subsidizing the current head count which should be funded by the local taxes anyways.
