Unless CDPD is tied intot he switch and BTS making the voice channel assignment (which it is NOT), then it MUST be transmitting when the voice channel is assgined. Thus (if it were a deterministic system) fast enough to drop the CDPD packet when this is detected, it will still be colliding wiht the first few symbols of the voice call timing burst.

The rest of your CDPD stuff is right, though. the thruput goes down as the system gets loded until, as queueing theory explains the system gets into deadlock, at which point the system (CDPD) must decide which channels to block for a long time until they can service the load. In my area, there would be no CDPD service from about 4:00 PM until 6:30 PM, as the two cells in my area are full completely during this time.
