Tripoli was a Moslem state on the coast of North Africa and is currently the capitol of Libya. After independence, American owned ships were no longer under the protection of the British Navy and were often attacked by pirates operating out of places like Tripoli. For a time, the U.S. paid tribute i.e. "protection money". Eventually Stephen Decatur and the Marines landed on the "shores of Tripoli" and put an end to pirate attacks on American ships.
