Hi, I looked at the Reagan site and saw that actual outlays exceeded administration proposed outlays by $198B over the Reagan years. Elsewhere on the site I saw the annual budget deficits listed and those added up to $1,409B. Conclusion: while about $200B of the deficits can be blamed on Congress, $1200B, the bulk of the Reagan era budget deficits, should be laid at Reagan's door.
