Lisa, it is true that the Russian prisons have become a breeding ground for drug-resistant strains of TB, which are, as Steven points out, also rampant in the Third World. The problem, which Steven also notes, is sporadic and inadequate treatment because of lack of funds and facilities for treatment. A special horror in Russia at the moment is that the infected are not isolated as well as being only partially treated and then are released to infect the general population.
