Maybe you have your browser set up differently or maybe you're not familiar with the effect, but I use ie exclusively and it does the same thing that Liz describes. I just don't find it that annoying: sometimes it interrupts what I'm doing, sometimes it reminds me that something I'd rather be doing is ready...

BTW, I still remember when I first found out how to get more than one browser window: I felt like I had hacked the universe.
