From JC's page, there is a link to what the magazine C't said about "E". Basically what you said and that the L2 cache latency is down from 12 clocks for the PIII to only 3 clocks for "E". THe guy also said this (translated)-

"Altogether memory-hungry applications profit from it substantially, to SPECfp95 become for example 20 per cent faster, SPECint95 by 12 per cent."

fp would still be slower than Athlon, int is right in-line.
