It is precisely the incomplete treatment that is causing the antibiotic-resistant TB. People take their medication until they feel better, which isn't long enough to eradicate the disease. Weaker bacilli are killed off, but the stronger ones aren't, and the next go-round, one is treating the stronger ones. People with tuberculosis should be quarantined, and not released until they are no longer infected.

People in our own justice system have TB, as well. That's why I quit doing criminal work, the thought of being in a cell interviewing someone with TB was more than I could take. In Manhattan, even the judges and court personnel get TB from the inmates sometimes.
