OSX STARTING to ignore bad news. November meeting of Venzuala, SA, and Mexico seen by market as first step towards hiking output and putting a lid on prices.

Meanwhile S&P recommends buying OSX stocks on weakness:

S&P Says Buy Selected Oil Service Stocks on Weakness

Shares of oil service stocks were broadly lower Tuesday in
sympathy with an adverse third quarter earnings
pre-announcement by Halliburton Co (HAL). However, S&P
equity analyst Jordan Horoschak notes that HAL's issues are
largely from underperforming joint ventures. He doesn't
expect exceptional results in the third quarter from oil
service companies, but does see growth sharply accelerating
in 2000, fueled by stabilization of oil prices in the
$18-$20 per barrel range
