After a bit of research, I've found a feasible interpretation of the "fluorescent light" concept: the pips burned into the disc don't merely reflect the laser beam that hits them during the reading process. Instead, the pips "fluoresce", giving off a different color of light from the beam that excites them. This technology has been in the works for about a decade, most of the groundwork having been done in an attempt to achieve 3D microscopy in biology.

If the disc can be designed to fluoresce at different colors for different depths, then (possibly) aiming and timing precision-requirements could be greatly reduced. I'm not saying that this is the technology used by C3D -- I'm merely acknowledging the feasibility of some fluorescence-based solution.
