The chances of "major legal liability" as part of the bill that goes to the Senate being approved is very very slim .
And remember the time frame on this is a ways out. As for those Class Action suits , I suspect that even if you see one filed against Oxford it wont do much to the stock because it is already priced into the stock.
I think you should get some broker comments supporting the industry soon.
