Daniel--To begin with I would imagine the term came out of general usage and the SEC uses it.
Languages live, live long enough and you will learn that. They change and word meanings change. Language is a form of communication and if I use whatever usage of a word and I succeed in getting my meaning across then I have communicated. It is best for you to know the common meaning of front running, you can still use the SEC version if you like. So if someone asks you if you are front running you can say: "Well I am not a broker so in the strictest meaning of the term--no. But if you mean do I buy in in front of my picks before I publish them--Yes."
