The last past of the article in the G&M on Monday, quoted again below, suggests that because of the potential devastation that can be caused by further unemployment, that Sysco may have to realize some payback for the sunken costs incurred in turning the ailing steel plant around.

Even politicians faced with the alternative (massive employment in Sydney NS) will do the right thing (political about face) and continue to fund the reengineering to save those (an spinoff) jobs that are now in limbo.
