Is there some reason why the same economies of shrink do not apply in production of micromachines as in digital VLSI which would encourage manufacturers to use refitted old fabs?

No whatsoever and that is exciting. New uses for old wafer fabs that have outlived their usefulness to the IC industry. As the SMC article points out, there is very little retrofitting that needs to take place. If environmental issues arise (airbrone particulate control, purity of gases or chemicals, etc.), replumbing of lines and improved chemical delivery systems coupled with ASYT minienvironments will breathe new life into these fabs at a fraction of the cost to build new facilities.
