Almost right. USWorst figured out how to reduce truck rolls on xDSL by installing almost all of it outside of USW territory.

Maybe. But they reduced truck rolls within their own territory as well. They use Cisco equipment on both ends of the DSL line and have offered customer-installable DSL for two years in Phoenix and for over a year elsewhere within their home territory where DSL is offered (mostly the six or eight big markets where the vast majority of their customers reside and the capitol cities in smaller states).

The USW ADSL system does not require a splitter at the demarc. Instead, a filter is placed on each voice line within the home.

Cisco's system also allows them to offer what Cisco calls "Digital Off-Hook" (and, yes, the Simpsonesqe "doh" seems an appropriate technology for USW). That lets them offer their cheaper "Select" version of ADSL which is not always on, but requires the user to log on to the system and imposes a two-hour session limit.
