These things have a cultural context that simply cannot be erased by merely displacing a few symbols. Well, that's scapegoating. Not that the Nehru/Gandhi dynasty is lily-white. Far from it.

You enumerated the following: Indifferent BURROcrats, crappy roads, polluted air, water, etc. Go to any country and you will find the same thing. Did U ever get stuck in a traffic jam in a tunnel in US? Have U ever heard of diarrheal diseases & death among infants and elderly in the west from drinking bacteria-contaminated water? Did U ever have flat tires from metal debris on highways? Have U ever seen flood victims in US. Have you seen flooded cities, & counties in US? You don't laugh at these things or speak disparagingly.
Next time I am going to move 25 illegal aliens into your household and make sure that you feed & cloth them and provide toilet facilities with one bath room only. Then you will know the size of the problem we have in India. A man without empathy is a BURROcrat.
