I saw no such post on either Anand's site nor GamePC's site. And that post was sourced to GamePC - aren't those the guys that thought coppermine is .25 and runs at 533MHZ and 600MHZ? Athlons require a high current power supply that can support summed +3 and +5 volts to 150 watts. Not all 300 watt power supplies qualify for this, some 250 watt power supplies do. If you use the wrong power supply, you can have problems. The power supply requirements are very clearly posted on AMD's website. FIC doesn't have a problem, if GamePC is actually making such claims, then it's because GamPC doesn't know how to configure a PC.

The supposed comment from FIC was almost certainly a lie. The SD-11 is certified to run at 650 by AMD, and they've been damn careful in their testing.
