OH, NO! NOT AGAIN! And the fact that I specifically mentioned "ON ALL FOUR SIDES" (this fooled me too) didn't help you? All the ice will be melted in 103 days! The reason? It erodes half a foot from left and half a foot from right, so (in all) the dimensions decrease dayly by one.

Second idea: how the heck did you look for a solution? My idea was that there are five of them and all are somewhat rectangle-shaped, so they better become a "little" smaller. Next step: start to add their areas in order to give a perfect "square" (is this notion of math in English too?). Conclusion: after 97 days, the blocks become:
#1 - 5 x 3 (area: 15)
#2 - 4 x 3 (area: 12)
#3 - 6 x 2 (area: 12)
#4 - 4 x 1 (area: 04)
#5 - 6 x 1 (area: 06)
Total area: 49 = 7 x 7. So now it's simple enough because the five tiny leftover DO FIT in a 7 x 7 square:

I did it in 22 mins. But what helped me were 25 tiny bits of paper, each with the nationality/color-of-house/beverage/pet/cigar-brand on it AND one hypothesis:

means that the green house is DIRECTLY "on the left" of the white house.
If 4 would mean GENERALLY "on the left" of the white house, we could have this arrangement:

-bird- --cat- -dog- -horse --fish-
