Something amazing happened in Indian politics in the elections that just concluded. In the large southern state of Andhra Pradesh, the party that promised the biggest freebies lost. And the politician who warned that there's no free lunch won.

Congress Party candidates barnstormed with this come-on for farmers: Vote for us and electricity will be free. Vote for us and stop paying your bills right now.

But Chandrababu Naidu, head of the regional Telugu Desam Party and Chief Minister of the state, warned the crowds of farmers who flocked to his rallies that free power would cost the state too much.

"It cannot be done," he said. "Don't believe their words." Rather, Naidu promised his own more modest giveaway programs.

And it is Naidu's party that has swept to a landslide majority in the state house and won 29 seats in the lower house of the national Parliament, making it the second-largest ally in the new Hindu-nationalist-led coalition that will soon be governing India. Naidu won a seat in the state assembly..........
