The register article that is, I think, the basis for much of this discussion lists Coppermines 650MHZ and higher as being priced including "active cooling". There is no mention of "active cooling" for lower speed parts that are also listed in the same article. So, if the register is correct, there is something different about the cooling for 650MHZ and higher Coppermines.
