I wonder if this is only handguns, or pertains to Colt's AR sales as well.

I think Colt should take some of the blame. Maybe Bushmaster and Olympic Arms will have more guts than Colt.

Or, maybe Colt's handguns sales are so poor that they are not giving up much. Being a big Glock and Ruger fan, I don't own any Colt handguns, but you are right...another small chip.
