Serious.
What happens is that there is often so much overhead, in terms of prior knowledge, that background research has a tendency to restrict possibilities in terms of ideas. That's one speculative reason the physics boys who win all the awards are BOYS...some even worked in Swiss patent offices ;) The old timers know too much.

Not to say that when setting up an experiment a rigorous protocol is not followed, it is just that procedures dripping in restrictive methodology slow things down.
