I suspect that U did not read NY Times Sunday issue dated 101099 page 10.

According to the article written by Bill J.Broad:
The array of seismic monitoring devices should be able to detect nuclear blasts as small as a Kiloton, or equal to 1,000 tons of high explosives. Such a blast will register a magnitude of 4, like a minor tremor.
