OT OT OT - Years ago in many places they were rigged ( electronically in most cases ) but in Vegas, no way, they don't have to be. In summation - EVERY ROLL IS A NEW ROLL. DOUGH was just speaking of a progressive system based on the odds that it should it rather than the oddity that a particular section had not it.
