Actually my experience with these federal agencies is that unless you hand them something on a silver platter they will not do anything. As is the case here. The only exceptions to this are when publicity is possible (in high profile cases, celebrities etc). The other exception is when political gain/favors need to be paid. This may seem cynical but it is also very realistic.
