The entire Contra operation from the beginning, long prior to the Boland Amendment, was saturated with lying and deceit. Reagan authorized 20 million dollars in covert aid to the Contra forces and justified it by signing an official intelligence finding (which had to be supplied to the appropriate intelligence oversight committees) limiting the activities of the Contras to interdiction of the weapons traffic in Central America. The finding dates from December, 1981.

BUT: in the summer of '81, Reagan emissaries were telling friendly Central American leaders that the President intended to overthrow the Sandinistas.

So Reagan was involved in directly deceiving Congress, which had ruled out activities aimed at the overthrow of the Sandinistas. You may and others may think that the ends justify the means in this case. But it would have been nice if Congress had been given the opportunity of saying, along the way, whether the deaths of thousands of civilians who had no quarrel with the United States constituted an acceptable price to exact. It wouldn't have been to you or me if the dead were to include our sons.

Reagan's deviation into privatized, secret war-making controlled by the CIA represents one part of his legacy that discomfits even his most devoted admirers and will be factored into any final historical assessment of his presidency.
