I have similar problems with Outlook Express. Sometimes it just will not retrieve the email that my ISP indicates is present. Therefore I only use it as backup, (similar to Mr Mark keeping IE4 as backup). Until someone comes along with a real answer... you might try looking at the tip below. Presumably you could just substitute your ISP, (Astragate?), for Prodigy.

If you use Outlook Express and have been having trouble sending or receiving e-mail, one possible explanation is incorrect settings. When you set up your mail program, you have to tell it where to go to get your mail. This is called the server information. The information for Prodigy Internet mail is:

Incoming mail: pop.prodigy.net
Outgoing mail: smtp.prodigy.net
Incoming mail server: POP3
Incoming mail port #: 110
Outgoing mail port #: 25

Here's how to check your settings:

For Outlook Express 4.x and Outlook Express 5:

1. Click on Tools, then choose Accounts.
2. Click the Mail tab.
3. Choose your Prodigy Internet mail account, and select
Properties.
4. Click the Servers tab. Verify that the information listed
under Server Information matches the above. If not, make the
appropriate changes and click Apply.
5. Click the Advanced tab. Verify that the information listed
under Server Port Numbers matches the above. If not, make the
appropriate changes and click Apply.
6. Click OK.

You're done! It's a good idea to relaunch Outlook Express before trying to send or receive e-mail.
