Zacks uses a formula which includes many elements, though it is weighted heavily on analysts' forecasts for earnings. They keep their formula "secret", but based on what I've seen in the past, it looks like it includes some numbers related to company fundamentals. When CWEI reported earnings last quarter, they had 4 consecutive quarters of earnings which suddenly gave them a P/E ratio instead of the "NM" (along with other ratios like ROE, ROA, etc). My guess is that Zacks went to a "1" because they now have numbers to kick in those parts of the equation.
