The Russian Jamie Shea will reply to that: "We are regretting any collateral damage. Our professional forces are doing their best to avoid losses of any civilian lifes. Whatever civilian life losses have taken place is the absolute responsibility of the terrorists who have now started placing civilian shields(you know this is coming<g>)

To add insult to the injury, Putin may broadcast a special message to the Chechen people telling them "we have nothing against you, we are taking military action only against the criminal militants based in your territory".
