I don't doubt your street knowledge, but as for what Reagan did, Lou Cannon wrote much the same thing:

The next afternoon Laxalt received a call from Marcos wanting to know if the statement represented Reagan's view. I believe that supports my original statement:

"Reagan had Marcos eased out of office. Marcos would not leave until he heard it from Reagan. Reagan gave Marcos sanctuary and had him prosecuted."

I suppose Reagan could have had him assassinated like JFK did to an inconvenient leader, but I believe that became illegal after the Church hearings and a Ford executive order.
