Your statement is inaccurate.

The short position reports from Canadian Brokers are accurate and are mandatory reports to the members primary self regulatory body ie the TSE, MSE, VSE or ASE. Unlike the US, short reports are filed twice a month. The numbers are sometimes skewed by arbitrage positions if the stock is interlisted or if there is a convertible debenture or preferred outstanding.
