The "Explain" function that is part of System Monitor doesn't give a very precise idea of what "Allocated Memory" is supposed to be. But, I assure you it is not supposed to reflect used RAM: it includes virtual memory -- it may even be ONLY virtual memory.

I used to play around with Windows' memory management. I created a folder full of 1MB bitmaps and watched what happened to the various indicators in System Monitor as I opened more and more bitmaps (up to about 60 bitmaps with 64MB RAM). With every newly opened bitmap, Allocated Memory goes up 4MB, and it continues way, way beyond the size of RAM.

As far as the reliability of Free Memory or Unused Physical Memory (it's labeled differently depending on the version of Windows) , I've found it a useful indicator. It squares well with the aftermarket tools like the one mentioned a few posts back (Winramturbo).
