Ratan: bureaucratic bungholes
I don't know what a bunghole is. It is definitely NOT JACKSON HOLE WYOMING. But the standard meaning is that a Bunghole refers to a hole in a cask or a barrel, containing a liquid, more commonly wine. What DIPY does with these bureaucratic bungholes, I have no idea. Most of us will open and close the bunghole and get some wine from it. My feeling is that DIPY has a private meaning for this word "BUNGHOLE". I would confidently say that in his mind a BUNG is an ASS. If there is any other meaning to BUNG, I would want to know.
