My reading of cost effectiveness is that initially they will probably not be on their own, but there are indications that to encourage their introduction, subsidies will be given from various levels of Government. Costs and weights over the past years have decreased and eventually I would think they will be cost effective. If not, no-body will buy them !

In some applications, such as submarines, cost effectiveness will take second place to operational effectiveness.
